Here is what they speculate:
Best guess is that the event took place in the 1930’s, based on the design of the Virginia State Police uniforms (pith helmets) in the image.
I speculate that the photo was taken on or about 9 November 1934, in conjunction with the official opening ceremonies of a modernized highway (now US 33) across Shenandoah Mountain, connecting Harrisonburg with Pendleton County, WV. Since the governors of both states and assorted other politicos were present to make speeches, it is probable that State Police detachments from both agencies were present in force to provide security and crowd control.
One year later (November 1935) a 50-car “Second Annual Good-will Motorcade to West Virginia” was conducted to publicize a Harrisonburg trade festival. A details of VASP accompanied the motorcade to the West Virginia line, and a WVSP detail escorted the motorcade thru the state. This establishes clear proximity of officers from the two agencies and would have provided another great “photo opp.”
